Kim Jong-un revealed his policy goals for 2024 at the year-end meeting of the Workers' Party of North Korea (WPK) in 2023. In addition to vowing to launch three additional military surveillance satellites this year, he formally and openly characterized North and South Korea as "hostile, at-war relations," stating that South Korea is a colonial country that is completely dependent on the U.S. for its national defense and security, and that the two Koreas are no longer the same nation. Kim Jong-un emphasized that Pyongyang has ruled out the possibility of unification with South Korea, no longer seeks reconciliation and unification with Seoul, and must fundamentally change the direction of its policy toward South Korea.

However, some experts believe that Kim's remarks remain to be seen, especially since the U.S. presidential election will be held in November 2024, and according to a report by the Voice of America (VOA), experts expect North Korea to keep up its military pressure in an attempt to increase its bargaining chips in relation to the U.S. presidential election. South Korea will also hold parliamentary elections in April this year, conservative President Yun Seok-yuet took power in May last year after the hard line against North Korea, Thursday (28) South Korea's National Intelligence Service (NIS) warned that North Korea this year is likely to unexpectedly attempt military provocations or cyberattacks against South Korea, which will cause political instability in South Korea.
