Russian New Law in Effect! Restricted Exit Individuals Notified to Surrender Passport Within 5 Days

A government decree came into force in Russia recently (11th), under which Russians who have been banned from traveling abroad are required to surrender their passports to the relevant authorities within five days of being notified of the ban. When the travel ban is lifted, they will be able to get their passports back after completing the application process.

Under the new law, the travel ban will be imposed on military conscripts, employees of the Russian Federal Security Service (FSB), criminals, and those with access to state secrets or "extremely important information". The surrendered passports will be placed in the temporary custody of the Ministry of the Interior, the Ministry of Foreign Affairs and other issuing authorities.

According to informed sources, as early as March this year, the passports of high-ranking officials and senior executives of state-owned enterprises were confiscated by the Russian security authorities to prevent them from leaving the country and traveling. The surrendered passports will be kept by the issuing authorities until the travel ban is lifted and the application procedures are completed before the passports are retrieved. In addition, those whose right to travel has been restricted due to military conscription or alternative service must also provide proof of completion of military service in the form of a military identity document in order to retrieve their passports.
