Witnesses said the killings early Tuesday near the town of Mandera happened while the workers were sleeping in their tents.
There was no immediate claim of responsibility for the attack.
Last month, gunmen from the Somali militant group al-Shabab killed 28 people in the same region close to Kenya's border with Somalia.
Gunmen also carried out another attack Monday in the northeastern town of Wajir, killing one person and wounding 12 others.
