Taliban tries to appease Afghan civilians with code of conduct
The Taliban in Afghanistan has released a document which outlines a code of conduct for fighters.
Taliban leader Mullah Mohammad Omar has urged his fighters through the document to avoid killing civilians.
In a directive which is believed to have been created to appease Afghan civilians, insurgents are also forbidden to take weapons and money from the Afghan public.
Recent reports have shown the Afghan population has become increasingly critical of Taliban methods.
The document also declares that people working for international forces or the Afghan government should be killed, as they are supporters of international forces and "infidels."
Mullah Omar has urged fighters to kill anyone working with international forces, including women.
The new code of conduct has been distributed to Taliban fighters and some civilians throughout Afghanistan in a small booklet.
A similar set of directives that limited the use of suicide bombers and required the authorisation of Taliban commanders before prisoners could be harmed was released a year ago.
According to US military officials, Taliban leaders have urged their fighters not to surrender the new code of conduct document to foreign forces.
