Afghanistan: Proposed Militia a Threat to Civilians

Irregular Forces Lack Effective Oversight, Accountability

The Afghan government should reject proposals to create a new militia with inadequate training and oversight, Human Rights Watch said on Sep 15. Western diplomatic sources in Kabul told Human Rights Watch that President Ashraf Ghani is considering establishing a defense unit modelled on the Indian Territorial Army, an auxiliary force comprising personnel who serve on a short-term contract basis with the regular armed forces. The NATO Resolute Support Mission is believed to support such a local security force in Afghanistan.

Sending them back would violate Cambodia’s international and domestic legal obligations.

The Chinese government should immediately free people held in unlawful “political education” centers in Xinjiang and shut them down, Human Rights Watch said on Sep 10. Since about April 2017, the authorities have forcibly detained thousands of Uyghurs and other Turkic Muslim minorities at these centers, where they are subjected to propaganda promoting Chinese identity.

UN, Donors Should Increase Assistance to Refugees in Bangladesh

The United Nations, other multilateral organizations, and countries with influence should press the Burmese government to urgently allow humanitarian aid to reach ethnic Rohingya Muslims at risk in Burma’s Rakhine State, Human Rights Watch said on Sep 11. They should also ensure that adequate assistance reaches the more than 270,000 Rohingya and other refugees who have recently fled to Bangladesh.
