The Philippine Congress passed the bill, the Anti-Enforced or Involuntary Disappearance Act of 2012, on October 16, 2012, and sent it to the president for signature.

Libya: New Proof of Mass Killings at Gaddafi Death Site
Bodies of apparent execution victims found at the Mahari Hotel in Sirte on October 22, 2011, the day after the final battle with the Gaddafi convoy. An estimated 66 captured members of the Gaddafi convoy were apparently executed at the site by opposition fighters. Human Rights Watch researchers visited the site on October 23, 2011, and found the decomposing bodies of 53 apparent execution victims, all male, still at the scene.

Philippines: Amend Draft Law on Child Soldiers
The Philippines Senate should remove a provision in a draft law that allows for the prosecution of the parents of children recruited to be soldiers. With that revision, the proposed law, the Special Protection of Children in Situations of Armed Conflict Bill, should be enacted into law, the groups said.
