The Rwandan Minister of Foreign Affairs Monday announced that Bosco Ntaganda, a Congolese rebel leader wanted for war crimes and crimes against humanity, surrendered himself to the United States embassy in Kigali, Rwanda. The U.S. government has publicly confirmed this information.
